How a French EPR authorised representative works
Direct answer: French extended producer responsibility (REP) applies per product category. A producer established outside France who places products on the French market can appoint, by written mandate, an authorised representative established in France (under article L. 541-10-9-1 of the Code de l'environnement, in force since 10 July 2026). The representative joins the approved eco-organisation of each category, obtains the unique identifier (IDU, the number marketplaces call EPR number or UIN), files the declarations and is the point of contact in France. It is you who determine which categories apply to your products.
This page is the reference of the site. Every other page links back here, and it links to each of them. It is written for a seller established outside France who has just been asked, by a marketplace or a customer, for a French producer number and a representative in France. It describes the law, the categories, the eco-organisations, the numbers, the mandate and the service, in that order.
1. The law: who the representative is
French extended producer responsibility (responsabilité élargie du producteur, REP) organises, per product category, the financing of collection and recycling by the companies that place those products on the French market. For each category the state approves one or more eco-organisations; the producer joins one, declares the quantities it places on the market and pays contributions at the eco-organisation's published rates.
The law of 8 July 2026 created article L. 541-10-9-1 of the Environment Code, in force since 10 July 2026. Its rule, in short: a producer not established in France designates, by written mandate, a representative established in France who takes on, for the mandate it accepts, the obligations attached to extended producer responsibility; the obligation is treated as met when a person established in France already carries out those obligations for the producer. The French original of the article prevails over any summary; the mandate you accept on this site cites it.
What this means in practice: a company in Germany, Italy, China or the United States that sells on Amazon.fr, through its own Shopify store or to French retailers, and that is the first to place a product and its packaging on the French market, can give a mandate to a French company to register and file for it. MyEPR is such a company: a brand of REP·Pro, sole trader of Bachir Djebaili, Béziers, SIREN 108 271 586.
2. The categories, and who determines them
French REP is organised in schemes (filières). The ones that concern an online seller most often are, with the eco-organisations approved by the state for each:
| Category (our label) | What falls in it, in short | Approved eco-organisations |
|---|---|---|
| Packaging | the packaging of the products you sell, and the shipping boxes you add; household packaging today, professional packaging from 1 January 2027 | Citeo, Léko, Adelphe · Citeo Pro, Léko Pro, Twiice |
| Electrical and electronic equipment | anything with a plug, a battery or a cable | ecosystem, Ecologic |
| Textiles | clothing, household linen, footwear | Refashion |
| Furniture | furniture and bedding, household and professional | Ecomaison, Valdelia |
| Toys, sports and DIY | toys, sports and leisure goods, DIY and garden tools | Ecomaison, Ecologic, EcoDDS |
| Batteries | batteries sold alone or inside a device | ecosystem, Batribox |
| Paper | printed paper: catalogues, leaflets, notices | Citeo, Léko |
| Tyres | tyres sold alone or on a vehicle | Aliapur, Tyval, France Recyclage Pneumatique |
| Vehicles | cars, vans, two- and three-wheelers, quadricycles | Recycler Mon Véhicule |
| Other schemes | building products, lubricants, chemicals, medical sharps and others | see the page |
It is you who determine which of these categories your products fall under. The texts define each scheme by the nature of the product and by who first places it on the French market; the eco-organisations publish guides; marketplaces ask for a number per category. MyEPR gives you the criteria on each category page and registers you for the categories you tick. It does not decide for you, and it does not tell you that you are a producer.
3. The numbers: IDU, UIN, EPR number
After registration, the French agency ADEME issues, through the eco-organisation, a unique identifier (identifiant unique, IDU) per scheme. Marketplaces call it EPR registration number or, in Amazon's help pages, UIN. Its format is FRxxxxxx_xx: six digits, an underscore, two digits. One number per category: a seller registered for packaging and for electrical equipment has two. The numbers are published in the ADEME producer register. Our number check page explains how to read a number and where the public register is; it does not tell you whether a number is valid, because only the register and the eco-organisation do.
4. The mandate: what you accept
The mandate is a written contract between you (the producer, the mandator) and REP·Pro (the representative). Its text is public and dated: mandate v1 of 15 October 2026. It names the categories you choose, the acts the representative may perform with each eco-organisation (join, sign the membership contract, obtain the identifier, file the declarations, receive the invoices and pay the contributions once you have paid them), the 12-month term, the price, and your undertakings: exact data, payment of the contributions before they are passed on, information on any change. You accept it online after payment, with a time-stamped tick box; REP·Pro countersigns and you receive the signed text by e-mail.
5. The declaration and the contributions
Each eco-organisation sets its own rhythm, published in its terms: once a year for most, every quarter or every month for some. The representative files from the volumes you provide (units, weights, materials or categories, by period). The eco-organisation invoices its contributions at its published rates; under the mandate they are re-invoiced to you at cost, without any margin, and paid by you before they are passed on. No deposit is requested. The plan price is the only fee of the service, and it does not vary with the contributions.
6. What the representative does not do
- It does not pay your contributions in your place and does not advance them.
- It does not decide which category your products fall under, and does not tell you whether your company is a producer under French law.
- It does not label your products: the marking files published by the eco-organisations are forwarded to you; applying them is your decision.
- It does not promise an outcome, a timing or a saving: the eco-organisations issue the numbers at their own pace, and the contributions are theirs.
7. The service and the prices
Three plans, one service, only the number of categories changes: Starter (1 category, €29 a month or €249 a year), Pro (up to 3, €59 a month or €590 a year), Complete (up to 6, €89 a month or €890 a year, then €12 a month per additional category up to 8). 12-month plan, no setup fee, card or SEPA, mandate accepted online. Beyond eight categories, high volumes or a dedicated contact: see REP·Pro. The pricing page →
8. The marketplaces
Each marketplace has its own screen and its own words: Amazon.fr (ERN, Pay on Behalf, the "not a producer" box), eBay, Cdiscount, Etsy and Shopify (where no marketplace asks, but the law does not change). The pages report what each one publishes, with the date of reading.
9. Where we stand
The status page lists our registrations with the eco-organisations, dated, and only what is proven. The FAQ gathers the questions sellers ask in their own words. Legal notice, privacy.
FAQ
Is appointing a representative compulsory?
The French Environment Code (article L. 541-10-9-1 of the Code de l'environnement, applicable since 10 July 2026) provides that a producer not established in France designates a representative established in France for the EPR schemes it falls under, unless a person established in France already carries out those obligations for it. Whether your company falls under a scheme depends on what it places on the French market: that is a determination you make from the texts, and this page gives you the criteria.
What exactly does the representative do?
Registration with the eco-organisation of each category under your mandate, obtaining and forwarding your unique identifier, filing the periodic declarations from the volumes you provide, receiving and re-invoicing the eco-contributions at cost, answering the eco-organisation and the administration as your contact in France, keeping the records. It does not pay your contributions in your place, does not label your products, and does not decide which category your products fall under.
How many numbers will I receive?
One unique identifier per EPR category in which you are registered. A seller of lamps in their boxes who also supplies batteries can be registered in three schemes (electrical equipment, packaging, batteries) and receive three numbers.
What is the difference between IDU, UIN and EPR number?
They are three names for the same identifier: IDU is the French term (identifiant unique), UIN the English rendering used by Amazon's help pages, and EPR number the generic name marketplaces use. The format is FRxxxxxx_xx. Our page on the number check explains how to read it.
Who pays the eco-contributions?
The producer. Each eco-organisation invoices its contributions at its published rates; under the mandate they are re-invoiced to you at cost, without any margin, and paid by you before we pass them on. No deposit is requested; the representation plan is the only fee of the service.
